Mr. S M Ashraful Islam is the current Chairman of eGeneration PLC. He was former Executive Vice-Chairman of eGeneration PLC. Previously as an Additional Secretary, Government of Bangladesh, he positioned himself in policy formulation, service innovation and transformation of public service delivery through ICT interventions at national level. His tenure at the civil service across several ministries encompassed on institutional reforms and business process re-engineering (BPR), starting from field administration and up to the secretariat level. As an integral part of his career, he became a mentor and was involved in grooming civil servants and other stakeholders in pursuing the agenda of ‘Digital Transformation and Change Management’. Mr. Islam has always focused on emerging technology and their applications which he greatly combined to design and implement digitalization projects for public service delivery.  

Mr. Islam’s former experience as the Executive Director, Bangladesh Computer Council (BCC), allowed him to play a pivotal role in the adoption of ICT for public service delivery. He implemented several projects to establish e-governance at government organizations. A renowned tech influencer and a tech-entrepreneur in the country, he led a team for the execution of initiatives to materialize Vision 2021: Digital Bangladesh. Highlights of those are: (I) Development of Government-wide Intranet for Government of Bangladesh connecting over 18,000 Government offices across the country, (ii) Development of a Tier 4 National Data Center (iii) Establishment of National Enterprise Architecture, and (iv) Development of industry-ready human resources for the IT Industry to realize Vision 2021: Digital Bangladesh. In addition to these, some of his initiatives have helped minimize the digital divide through ICT training of women and persons with disabilities.   

Mr. Islam has a phenomenal involvement in public health service delivery and its related policies. He also gathered profound practical knowledge in the education sector where he was directly engaged on the formulation and implementation of policies and strategies together with monitoring and evaluation. As an IT enthusiast and strategist, he has immensely contributed towards the appropriate formulation of National ICT Policy and ICT Master Plan for Education sector.

Mr. Islam, until recently was working as Executive Director of Bangladesh Computer Council (BCC). As the executive director of BCC, he played a pivotal role in the adoption of information and communication technology in the public service. In this area, he implemented several projects to establish e-governance across government organizations.

He led the BCC team to implement major initiatives to materialize Vision 2021: Digital Bangladesh. Highlights of those are:

(I) Development of Government-wide Intranet for Government of Bangladesh connecting over 18,000 Government offices across the country. Mr. Islam also played an instrumental role to contribute to the initiative of building a country-wide National Cyber Defense System to fight the fast-growing cybercrime, intellectual property theft, IT infrastructure abuse.

(ii) Development of a Tier-4 data center in the country,

(iii) Establishment of National Enterprise Architecture, and

(iv) Development of industry-ready human resources for the IT Industry to realize vision 2021: digital Bangladesh.

In addition to these, few of his initiatives have helped minimize the digital divide through ICT training of women and persons with disabilities.

Prior to joining BCC, he served as Additional Secretary to the Government of Bangladesh. He comes with decades of experience in the civil service, starting from field administration to the secretariat level. He has a blend of working experience in senior positions in the Ministries of Education, Health and Primary Education with a record of reform and BPR. While working with the government, he particularly explored the opportunity for government and industry collaboration. Most Importantly built an effective partnership among Industry, academia, and government.
